Section 5.1 of the Scottish Building Standards states
“Every building must be designed and constructed in such a way that each wall and floor separating one dwelling from another, or one dwelling from another part of the building, or one dwelling from a building other than a dwelling, will limit the transmission of noise to the dwelling to a level that will not threaten the health of the occupants or inconvenience them in the course of normal domestic activities.”

Section 5.1 of Scottish Building Standards are in force to protect residents of dwellings from noise originating in either the same or an attached building. Over the last decade there has been a great increase in noise nuisance from neighbours, partly due to changing lifestyle patterns including the greater use of appliances and sound-producing electrical goods. Appliances such as wall-mounted speakers and TV’s can provide a higher quality of sound for the user, but inflicts extra nuisance for neighbouring residents.
Noise affecting residents of dwellings also reaches to include that of services within buildings, such as that of heating systems, air conditioning and lifts.
These regulations are limited to attached dwellings, attached residential buildings, or access to located directly above a dwelling. Measurements of the acoustic parameters include airborne sound and impact sound insulation, used to measure performance towards the standards.
